Job Description:
Duties The Associate Chief Counsel (Finance & Management)
(F&M) supports the administrative, financial, and managerial
programs of the Office of Chief Counsel and provides advice to the
Chief Counsel and Deputy Chief Counsel on all management matters
for the organization nationwide. F&M also has field
responsibility for all administrative functions and personnel
across the country.The mission of Chief Counsel's Business Systems
Planning (BSP) Office is to lead and support Counsel's
organizational efforts to improve processes, increase productivity
and enhance overall business function through the use of high
performance information technology. The Business Systems Planning
Office also serves as a liaison between IRS IT and Counsel on
matters such as cybersecurity, budget, and system development.As a
Management Analyst (Branch Chief) within the Service/Support
Branch, you will:Direct broad complex long-term studies and
research projects, stays current on technology and proposes
recommendations on upgrades and new technology to more efficiently
support the Counsel mission;Oversee the Business System Planning
hotline or similar customer service function, SharePoint, all
equipment and service contracts, removable media, remote access
software help, Microsoft 365 help, systems support, EFAX, copier
issues and similar related support, and general acquisition
issues;Formulate business system plans using advanced information
technology concepts and make recommendations that influence major
changes in business practices and policies Counsel wide;Formulate
policies, develop program plans, design and issues directives and
instructions, and develop recommendations to improve business

Analyst you must meet the qualification requirements listed below

Experience: Your resume must detail at least one year of
specialized experience which includes: Experience with IT service
contracts supporting a legal division office work such as,
SharePoint contracts, IT equipment, copier and general acquisition
issues; Experience with items such as, IT Contract Statements Of
Work, Contractor Officer Representatives (COR), Performance Work
Statements, Request for Information (RFI), Security and 508
compliance, and IT Contractor clearance procedures; Providing
customers with general information technology and workstation
support including helpdesks, support tracking, and escalation;
Working with Federal Agency, Bureau, or Office Information
Technology Office to provide customers with general information
Technology hardware and software inventory tracking, enhancements
and updates covering such needs as monitors, printers, digital
storage, wireless mobile communication, smartphones, desktop
software, scanning and copying, and takes appropriate action to
meet these needs; and leading customer information technology
business needs through Federal Agency, Bureau, or Information
Technology Office's budgetary processes to obtain IT enhancements,
maintenance and support.This definition of specialized experience
is typical of work performed at the next lower grade/level position
in the federal service (GS-13).Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religious; spiritual;
community; student; social). You will receive credit for all
qualifying experience, including volunteer experience. One year of
experience refers to full-time work; part-time work is considered
on a prorated basis. To ensure full credit for your work
experience, please indicate dates of employment by month/year, and
indicate number of hours worked per week, on your resume.Time in
Grade Requirement for GS-14: Applicants who have held a General
